2024 RECIPIENTS OF THE DUDLEY C. DUNLOP DISTINGUISHED SERVICE AWARD AND THE ROY F. ESSEN MEMORIAL AWARD FOR OUTSANDING WORK AS A YOUNG LAWYER

The St. Louis County Bar Association has selected attorney Jeffrey Sigmund as the recipient of the 2024 Dudley C. Dunlop Distinguished Service Award and attorney Evan J. Sullivan as the recipient of the 2024 Roy F. Essen Memorial Award for Outstanding Work as a Young Lawyer.
The Dudley C. Dunlop Distinguished Service Award is an honor conferred on an attorney who has provided distinguished and unselfish service to the organized bar and the community. The recipient must also show constant devotion to the highest principles and practices of the legal profession and symbolize the highest standards of integrity, honor and unselfish service.
The Roy F. Essen Memorial Award for Outstanding Work as a Young Lawyer is an honor conferred on an attorney in recognition of excellence and distinguished work as a lawyer, distinguished service to the organized bar, and outstanding service to the community. The recipient must be under the age of 40 years.
The St. Louis County Bar Association, founded in 1931, is a 600 plus member, non-profit professional organization for attorneys and judges. It provides professional development, education and service programs for the legal community and supports the St. Louis County judiciary and its staff. The current president is Bryan M. Kaemmerer of McCarthy, Leonard, Kaemmerer, L.C. Mr. Kaemmerer presented these two awards at a dinner reception on February 3, 2024.
Evan J. Sullivan graduated magna cum laude from the University of Missouri with a B.S. in Business Administration and went on to earn his law degree from Saint Louis University School of Law.
After earning his undergraduate degree, Mr. Sullivan spent several years avoiding the family business of law, as a financial advisor for a St. Louis financial management firm. This experience lends to his understanding of complex financial transactions, securities, estate planning and benefits, which he demonstrates in his legal practice.
During law school, he held various roles including a Rule 13 law student in the St. Charles County Prosecuting Attorney’s Office. Mr. Sullivan also has experience at other St. Louis area law firms as a law clerk and summer associate. Further, he completed a field placement with the U.S. Attorney’s Office in St. Louis, where he assisted both the civil and criminal divisions.
After graduation, Mr. Sullivan served as a judicial law clerk for the Hon. James M. Dowd of the Missouri Court of Appeals for the Eastern District.
Today, as an associate at Armstrong Teasdale, Mr. Sullivan leverages his experience working with businesses to manage complex disputes as well as representing broker-dealers and investment advisers with inquiries, investigations and enforcement actions initiated by the SEC, FINRA, and other regulators.
Mr. Sullivan’s prior experience has provided him with the opportunity to develop relationships with key members of the bench and bar and gain a deep understanding of the local court system.

Engaged in the community, Mr. Sullivan has been on the Executive Committee of the St. Louis County Bar Association since 2020 and is also an active member of the Friends' Board of Loyola Academy of St. Louis and the St. Louis Sports Commission Associates Board . He has been recognized among The Best Lawyers in America® Ones to Watch for Commercial Litigation.
Jeff Sigmund is a highly regarded litigator at Husch Blackwell in Saint Louis. In addition to his leadership role at Husch Blackwell, Jeff continues to assist clients with commercial and real estate litigation matters at both the trial and appellate levels in state and federal courts. He manages national counsel teams, overseeing litigation in forty-nine states for a global manufacturer, and handles a variety of complex business matters, with an emphasis on contract disputes, business dissolutions, and business fraud cases. Jeff’s litigation practice has earned him numerous accolades, including recognition from The Best Lawyers in America and Missouri Super Lawyers.
Jeff earned his law degree from Saint Louis University School of Law, as well as MBA and undergraduate degrees from Saint Louis University School of Business. Early in his career, Jeff became a member of and familiar face to the St. Louis County Bar Association. His more than 10 years of service on the SLCBA Executive Committee included many leadership roles, including as Treasurer (2001), Secretary (2002), and President (2004). In 2001, he was honored to be recognized by the SLCBA as the Roy F. Essen Outstanding Young Lawyer award recipient.
In 2016, Jeff was elected as one of two lawyers to serve a six-year term on the 21st Circuit Judicial Commission. Jeff’s term on the Commission was especially busy. He invested thousands of hours of time assisting in the consideration, vetting and selection of more than thirty panels of judicial candidates submitted to the Governor, resulting in the appointment of eighty percent of the current judicial officers in St. Louis County. Jeff’s commitment to the Missouri Non-Partisan Court Plan ensured that lawyers, litigants and citizens of St. Louis County have a bench of the highest caliber judges of which they can be proud.
Jeff is active in a number of service and community organizations across the metropolitan area and frequently volunteers his time for charitable endeavors. He resides in Creve Coeur, with his wife, Lisa – also a familiar face in the St. Louis County Courts as a court-appointed attorney in the Probate Court and a Guardian ad Litem in the Family Court – along with their three children: Hunter (24), Emory (21) and Arden (18).
